If they are there, right-click, open with Microsoft Management Console, and tick "Always use...". Maybe that will re-establish the file association. Or try Control Panel > Default Programs > Associate a file type... and go down to .msc and set it to Microsoft Management Console and click on "change program" button (do it even if it already is set correctly) then select MMC again and OK.
