In my case it asked for a reboot post install, however if yours does not, I would restart the server and try again. Post reboot it worked fine. Here's what I did: Run the "WSUSSetup_30SP1_x86.exe" (WSUS 3.0 SP1 setup) file again. The wizard will ask to remove the database, the IIS page and the WSUS logs - I ticked off all three. When that is done, make sure the "C:\WSUS" and "C:\Program Files\Update Services" folders are removed.
