Reboot your computer and keep tapping F8 until you get the startup menu, then select "VGA mode". This will run regular windows but at a very low (640x480) resolution. Keep in mind that it's not just the refresh rate but the resolution and color depth too. Once you've got Windows going in VGA mode, go back to the display properties page and change to a slightly higher setting like 800x600 at 60 hz. Then bump it up one step at a time; as long as you can still see the "Keep these settings?" dialogue box after each change, you're good. When you've gone too far you'll get a blank screen, and just hit "escape" to cancel the last change. You don't say what size or brand your monitor is, but as a rule of thumb a 17" display should be able to handle 1024x768, 19" can do 1280x1024 at minimum.
