This issue usually happens when Outlook Anywhere has been enabled but AutoDiscover hasn't been configured properly for your domain or hasn't been published at all. You will get an XML information or service page if OOF services are available for the URL that you have given You will get an error 403 if services are not available for your URL. Now if you have confirmed that your OOF URL is wrong. You can contact with your Exchange Administrator to correct the same.
