Rebooting your Home Hub or BT Vision box is unlikely to fix it (though it's worth trying once). It's down to BT to enable the service on your line. To cut a long story short, an engineer came to set up my phone line and I appear to have my old broadband but no BT Vision TV. I had an email a few days ago from BT saying BT Vision was activated but I keep getting a CO3 error message. I've rebooted several https://community.bt.com/t5/BT-Vision-box/CO3-error-message/td-p/778468 times and rung Technical Support, who keep telling me they will sort it out in 24 hours - but don't actually appear to have a clue, and nothing happens. Looking at other forum posts, I imagine the there is a problem with the order/account numbers getting muddled up - but I am not sure what I can do to get it sorted - please can anyone advise? The problem is that BT haven't set up BT Vision on your new line, and the box cannot connect to the service.
