This message as well as the corresponding Event log entry point to a license server that has been decommissioned a long time ago. A new license server is in place and the Citrix policy has been configured to point my XA servers to this new License server. All fine. But from time to time I get this error message. I cannot find any hints why my XA servers always revert back to this old license server.
