It may be in use by another application, or it may be in use by the Cognos cogbootstrapservice process, when this process did not terminate yet. Resolving the problem Use the Windows cognos execution of the external process returned an error code value of '1' Netstat command to find the process using the specified port number. For example, if the cogbootstrapservice process is still active, find the process through Task Manager (Windows) and select the End Task command, or use the kill command on Unix to terminate the process. If a different application is using the port, consider changing the port number in Cognos Configuration or on the external application's configuration. You can also use third party TCP/IP network monitoring tools to find the process using specific port number, if you have appropriate usage license of the same. Running on Windows 7. I am http://forum.spring.io/forum/springsource-tc-server/tc-server-general/73446-unrecognized-windows-sockets-error-0-jvm-bind trying to run a web application on tc server. Getting a java.net.SocketException. My google search seemed to indicate that this may be due to another application using a port that tc server is trying to use but I am not sure how to find this information.
